At least 16x40 (18x45 is same ratio) with a reasonably tuned clutch.
It's the power and tuned clutch that gets you up hills with any reasonable gearing.
I got a 64cc, 15mm bing e50 maxi geared 17x36 that climbs hills great because the clutch slips keeping it in the powerband and yet goes near 60mph on the flat, of course it's timed/tuned/jetted correcty
