having ridden in LA a lot, with your set up, you should probably gear up in the back or gear down in the front for the hills. Probably will have a top speed of 45ish, but will be able to make hills and keep up with traffic. You wont have good accel and high top speed(but what is high top speed to you?) with a set up like that. (unless a top speed of 45 is high to you)
